About the Company

Client is a Crown Corporation. As the main federal government planner for the Capital region, the Client approves the design and land use on federal land. It manages and administers a significant portfolio of buildings and land, and as such, it is the largest property owner of Canada’s Capital Region, an area that includes Ottawa (Ontario) and Gatineau (Quebec).

Scope of Position

This VP position reports directly to the Executive Vice- President Operations and as a member of the Executive Management Committee provides leadership and direction to the implementation of the National Capital Act as regards to:

  • the preparation and implementation of plans and the conservation and development of federal lands in the National Capital Region
  • the coordination of transportation initiatives and projects that involve collaboration between the Client and the provinces of Ontario and Québec, the cities of Ottawa and Gatineau and other federal departments and agencies
  • the coordination of the environmental components of major Client projects.

Functional Responsibilities

By virtue of these responsibilities, participating in various corporate initiatives and committees and representing the CLIENT in external projects and committees to advance, influence and protect the interests and evolution of the Capital. Some of the major responsibilities include:

a) Lead and provide direction in the preparation of visionary plans that guide the land uses, designs, conservation, development and management of Capital lands.

b) Ensure a coordinated and harmonized approach to the preparation of planning documents between the Client and other jurisdictions, particularly the cities of Ottawa and Gatineau that reflect best efforts at reaching consensus on broad planning orientations for the Capital, the use, design, conservation, preservation and development of federal lands and lands that abut them.

c) Lead and provide direction in the development of strategies for federal involvement in transportation and transit in the National Capital Region such as the Interprovincial Crossings Environmental Assessment Study and Ottawa Light Rail Transit (LRT) Project, and joint studies with federal, provincial and municipal partners and other stakeholders to address inter provincial and urban transportation issues.

d) Ensure the protection of the symbolic primacy and visual integrity of the national symbols (the `Capital Skyline`) from around Confederation Boulevard and the key approach routes through the Capital’s view protection measures.

e) Lead and provide direction to the Client heritage program, including the designation of heritage buildings in the Capital, ensuring the review of heritage projects by the FHBRO, and the management of Client archeological sites and assets.

f) Represent, negotiate for and provide advice to the Client branches, federal departments, municipalities, and other agencies toward the implementation of the Client’s land use and aesthetic control mandate.

g) Provide leadership and support in the development of strategies, policies, procedures and programs that enable the Client to discharge its environmental responsibilities with due diligence.

h) Provide leadership in environmental management programs such as for contaminated sites and fuel storage tanks on Client lands.

i) Direct and supervise the work of approximately 40 staff in the Capital Planning Division, and external consultants as required.

Preferred Experience / Education

  • Masters degree with a minimum of 12 years of experience in this specific field, 10 years of executive experience, and bilingual CCC

Location and Travel

  • This position is based at the CLIENT’s corporate headquarters at Downtown, Ottawa.
